Xoftspyse 
I’ve searched all tutorials, and tried using the xoftspyse software to get rid of it, but it will not run in safe mode, and when i run in normal mode, the virus has blocked all programs/uninstall methods. don’t tell me to take it to someone to get it fixed because i dont have the money for it. any tips or help would be useful.

Go to this link and download and install MalwareBytes-Antimalware:

After installation, run a scan, and it will search for any other virus and remove fake system defragmenter.
If it does not work (I am 100% sure it will), boot into safe mode, hit f8 when starting your computer,
and then run a scan with malwarebytes and it will remove any infections.
You should run in safe mode (F8 at start-up) and download a program like malwarebytes (free) then install it to clean the system up. If as you say it will not run in safe mode then you may have to reinstall Windows to fix it. You will need the system disk to do this.
First thing to do is reset your internet settings back to default, go to control panel, internet options, click on the “advanced” tab, then on the reset button, whilst in internet options click on the connections tab, then on LAN Settings and clear any ticked boxes, finally click ok.
Next thing to do is a quick scan with a program called Malwarebytes its very effective and free, you may have to download it to a USB memory stick using another computer and transfer it to the infected one if you are unable to get on the internet.
If Malwarebytes doesn’t remove the infection try Hitman Pro it scans with five different anti-virus engines at once and often works when others are blocked, simply activate the 30 day free trial once the scan has finished and it will remove any malware found.

This particular malware should be removed as soon as it has been detected.
As with many rogue applications, System Defragmenter is designed to coerce money from unsuspecting computer users, and should therefore NOT be trusted!
